I'm converting a car that didn't come with wheels. So I imported police, fitted its wheels onto the model, and deleted police. In Zmod and OpenIV, the tires are where they're supposed to be; but in game, they're further back and in the ground. when I do a burnout, smoke comes from the right place, so the cols are in the right spot.
