I am having trouble downloading mods. The issue is it can take up to 5 minutes to start downloading, and when it does, the download is limited to about 30kb/s. I've tried multiple browsers and clearing cache, etc.

This seems to be a problem on your side, not LSPDFR's. (Could be, however.)

Can you run a download/upload internet speed test? This could be a problem with your ISP (Internet-Service-Provider), I suggest contacting them on this matter if this problem occurs on other websites as well. 
 

Downloads are fast and working good for me. Where are you located (country wise)?
