The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

My game runs great, Mods and plugins work perfect. The only problem I am facing is after 15-20 minutes of playtime, I start to lose textures around me like roads, buildings, and so on. It starts out slow such as bits and pieces go missing but after a few minutes everything just goes crazy. What could be making this happen?

So did you put the GameConfig files in your GTA V directory? After you got that on there, it took care of the texture loss? I also got rid of my TrafficControl for having problems with it as well.

The link he provided has install instructions in the description.  You'll need OpenIV.
