When I instal mode,and call for backup,or see random police car on street,its not move normal,its going staight than stop,than go staight than stop,and its happening on all police cars,I tried everything to fix it,but nothing work....

Open your trainer and disable "cops ignore player", "freeze AI", etc.  Something is enabled in your trainer that is causing it.

I tried to disable everything,but I have the same problem....

Temporarily remove your trainer, then go in game and try.

This implies it's a setting with your trainer.  Double check all your settings.
