The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

With plugins loaded it's a strain on gta5.  40 is actually pretty good with lspdfr loaded with a good amount of plugins.  I had some some lag when I first started.  I went from a 1060 to a 1070 ti and no more lag but was still at 40 to 50 fps.  Not saying it's the card but just sharing my expirience.
