I have built my new pc, the pc has:

 

ASUS 1080ti ROG STRIX 11GB

i7-8700K DELID

32GB RAM

 

Monitor: BenQ XL2411 144HZ

Second monitor: BenQ EW2750 60HZ

 

Temperature of CPU when playing games: 70-75°

GPU TEMP: 65°

After loading ALBOS Arrest Manager and other Albos plugin it started lagging, I have around 140FPS, but after loading Albos plugins it gets to 60-70FPS :(... but just from Albo.

You pretty much answered your own thread.  Albo's plugins cause a lot of lag. Frankly, if you still have 60-70fps after getting on duty, consider yourself lucky.  Many others go down to 30 fps, so at least you still have good frames.

 

What it comes down to is a decision of whether or not to use his mods.  Do you want the benefit from them, or do you want your normal FPS?

Most Likely not, LSPDFR drops it a lot, then with the addition of the plugins even more so.  Like stated by @Giordano be glad you have 60-70, im down to 40 but im still able to upload my videos to youtube at 1080p @ 60fps.
