The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

i have installed ELS and the cars and i can press j and only get sirens and tail lights, also it does not  work sometimes and i press E and only the sirens and tail lights light up! what do i do????

You need to install ScriptHookV.

ELS enabled cars come with a VCF, which is an XML file.  Did you install this file to the pack_default folder?  (main directory-->ELS)
