The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I've just downloaded the LSPD Pack - *NEW* 2013 FPIS, 2013/2016 Explorer, 2015 Charger, 2016 Impala, 2013 Tahoe, 2011 CVPI - ELS Style Lighting 2.0.0 which is second on the list on most downloaded vehicle models. So everything is working and what not but when I turn on stage 3 lighting stage the ram bar,  Antennas & all other extras are flashing as if they were lights. Any idea on how to fix this?

His is not an ELS enabled pack.  You can still use his cars with ELS, you just need to go into the VCF for each car and disable all the extras.  You will get siren control functionality, but none of ELS's other features.
