"ragepluginhook.exe was not found"

Hello, i have a problem... When i install the latest LSPDFR (the intsall version, not the manual install) and get to the "first time installed" window, it keeps giving me the error that "ragepluginhook.exe was not found". I have tried to drag ragepluginhook into the main directory, but when i click the EXE it doesnt load?. When i copy the whole rageplugin folder to my C-drive it works, but as soon as i put it in D-Drive it doesnt. 

I have also installed the helper troubleshoot tool, but when i click "open RHH" or whatever its called... And i find ragepluginhook.exe in the main directory in drive D it says "ragepluginhook.exe does not exist". 

I have reinstalled the whole game thru steam 2 times, used 3 different downloads of the latest LSPDFR and rageplugin, but nothing is working. 

Is there any solutions to this? 

I have always by some reason had problems with ragehook... On all my PC`s

 

I tried now to install the ragehook folder in the "steamapps" folder to see if it would launch there, and nope... It doesnt, then i went out of "steamlibrary" and pasted the folder in the directory where steamlibrary is located, and it works... It seems like steam`s folders is protected or some, it does not launch in any folders that belong to steam, but as soon as im out of steam folders it does. If i use the "install" version of LSPDFR it still keeps saying that "ragepluginhook was not found" and stuff, so i believe steam is blocking ragehook by some reason. I have the retail disk version of GTA also, would have been awesome to be able to use that for mods and steam for online, cause i think te disk version actually worked before with ragehook.
