**SOLVED**

So, I started looking thru the visualsettings.dat and I noticed my 2 of my settings were really low. (Like really low)

car.defaultlight.day.emissive.on
car.defaultlight.night.emissive.on

So i adjusted these 2 settings to this

car.defaultlight.day.emissive.on        5000.00
car.defaultlight.night.emissive.on    2500.00

and it worked wonders.

My lights are now brighter, but also back to the original colors of red and blue

The location of this file can be found in OPENIV

mods/update/update.rpf/common/data and you should see visualsettings.dat

drag it to your desktop, edit it with Notepad or Notepad+,

search for car.defaultlight.day.emissive.on  and change it to 5000,

and change the one directly below it car.defaultlight.night.emissive.on to 2500

Hope this helps someone
