The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hey Hows it going! I can't seem to get the Assorted Callout mod to work. Every time a job comes over the radio my game crashes immediately. I don't know how did I even mess up the installation process, when all I did was drag and drop stuff from what the Readme.doc  said. Hopefully someone can help me!

According to the Rage log, you're missing a few audio files.  To start off, I'd reinstall the police scanner audio files that come with LSPDFR's download.
