I'd hate to be another "lights are not flashing" post writer. However, I have tried everything to fix the lights. I have switched car models, looked on the lspdfr forum dropped in the right files to the ELS folders. I have also used the guide provided by Giordano on the forums to solve all the potentials problems with the lights. However, it has failed to fix the problem. I am a little curious about the fact that ELS has never worked for me. I unsure why, I have even switched key bindings, and nothing seems to work. 

A few things to consider:

• I am using the patchday9 folder when GTA V most recent folder is patchday 20. 
• ELS has never worked for me, the control bindings never do anything for me, and have never have had the opportunity to make the light control console pop up.
• I installed a state trooper model for police4, and I installed an unmarked Tahoe for fbi2 I am unsure if I have to do some edits beyond just droppings the models in the patchday folder and also installing the meta files in the corresponding folder

ELS
Los Santos Police Department Pack (lights are working fine)

BCSO Vehicle Pack 2.0 (lights not working)

Unmarked Dodge Charger (lights not working) installed on the fbi slot*

Have you tried to uninstall and reinstall openiv.asi and asi loader with openiv??

But I think this isn't the solution...

What about something as simple as Scroll Lock key being activated.  Did you try pressing that key then trying ELS?

 

Did you put the vehicle.meta files for the model here?

mods\update\update.rpf\common\data\levels\gta5\vehicles.meta

 

Also did the models come as slot you put them in or did you change it.
