The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Just updated and started loading my plugins then it froze then quit GTA 5. I'm not too sure what is going on as everything is the same as how I did it before; just a new updated version. Here's a screen shot.

 

 

UPDATE: Just removed everything besides LSPDFR and it is still doing it.

There could be a lot of reasons why it doesn`t work. You wrote that you have the updated version. Do you mean GTA and RPH? Try to start GTA without RPH. If it doesn't work, I would try to reinstall GTA. If this doesn't work either I would check if you maybe made a mistake with installing RPH. But normally LSPDFR alone should start without any problems. I hope I could help you. You could also try to check the RPH Logs to see why it crashes.
