The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

It needs to be updated however, it hasn’t been updated yet. Just be patient. This means you cannot play LSPDFR with certain mods etc. I would have recommended making a backup of your old game and played on the old rage plugin hook so you can at least play LSPDFR
