constant you are now busy and will not recieve callouts although disable callouts not enabled

Hi does anyone know how to fix this problem? :

When I activate LCPDFR it works fine for about 20 seconds then it says: you are now busy and will not recieve callouts, when I press F8 to activate them it activates but only for a few seconds and then it automaticly changes back to busy.

how can I fix this?

Do you have the steam version or retail?

I have the retail version, what also is strange is that sometimes it doesn't do this and sometimes it does.

What I mean with this is that it works but then when I close the game and restart it it doesn't work anymore, and constantly keeps telling me that I'm busy.

Do you have any clue on what could trigger this problem?

I also experience a lot of crashes when trying to resolve the armed robbers fleeing, my game crashes everytime I get close to the suspect's vehicle, is there a fix for this?
