The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Redistributing game files is against Rockstar's terms and our guidelines.  If you used a mods folder, you can grab the weapons_player.rpf from the vanilla update folder.  If you didn't use a mods folder, you need to verify integrity of game cache.  If you don't know how, you can check Google for Steam or disc.
