Peds resisting arrest

Ok so first off I am new to lspdfr and had it for 2 days now and everything was normal till today when I noticed that everytime I were to aim my weapon at a ped to take them down they would just fight me so I tried tasing them and then take down them but then it happened again... Its strange that when they do put their hands up I aim at them and try to arrest but they just fight me. Bare in mind that when ever I aim at them to arrest, it happens but when I don't aim they seem to comply. I tried cleaning the world up, unload plugin and load it back,  restarting the game, resetting my character but nothing worked... Btw I have the vanilla version of lspdfr so no other lspdfr mods are installed.

 

Any help would be appreciated!!! 

 

(Forgot to mention that if i manage to arrest them I aim at them for testing purposes and they just break out of their cuffs and try to fight me again)
