AI Police Cars Moving Very Slow / Stoping and Going

Anytime I call in a police car to assist it ends up moving slower than all the normal NPC cars around it. I noticed that it is not driving slow, but it is accelerating and then braking every few seconds. The cop cars are custom/modded.
