The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

It started happening after I installed LSPDFR+, Arrest Manager, Traffic Policer, Assorted Callouts (Which I installed today).
It looks like it has something to due with Traffic Policer, but I cant tell what.
