How to install EUP addons?

I have EUP but I don't know how to install addons to it. 
For example I would like to install Homeland Security Pack which is made for EUP and the installation guide says drag and drop the folders into mods/update/update.rpf/eup
How can I access the update.rpf because I can't just open it like any other folders

You need to install OpenIV and then when you open it navigate to update.rpf and double click on it,it should work if not then let me know.

I have OpenIV I just don't know how to add a whole folder in it.

Just click a edit mode button in OpenIV then right click and add a folder.
