Possible to use LSPDFR without being assigned as a cop?

While I do enjoy law enforcement, I think all forms of role-play on GTA are very fun.  Including criminals.  One idea I had was like a hired gun thing.  Find a certain ped for an opposing crime lord, kidnap them and either rough them up in an ally or dispatch of them in the mountains.  Though I would want to do it where I could still get caught by the cops.  I basically just want to be able to use the arrest feature of lspdfr while still being considered a pedestrian.  I tried a standalone arrest mod but it was kind of dumb, the peds like teleport into a hold position then after you arrest them they follow like 10ft behind you.  It really killed the badass vibe.

Any Ideas?
