After I pull someone over and give them a citation, my character drops the clipboard and I can't pick it back up.

Also, when I pull over cars, they don't actually pull over. This causes backed up traffic, plus sometimes other vehicles run into my car or the suspects car.

You don't keep your clipboard, you will get a new clipboard for each citation you issue. :)

Try to turn on your siren and make the car turn to the side of the road then press "SHIFT" to pull it over. Might stop the backed up traffic.
