I'm trying to install a vehicle replacement pack, but I don't have a patchday folder to put the files in. I've included a screenshot of my dlcpacks folder

You need to add the dlcpacks yourself.  Go into the vanilla update folder to dlcpacks, go into the very latest patchday, patchday18, and click edit mode.  You'll see a red box that says to make this path in the mods folder - do it.

 

Also note, as you're using NVR, you need to go into NVR emissives and delete the following:

 

lguard.ytd

pranger.ytd

riot.ytd

sheriff.ytd

firetruk.ytd

I'm having this same problem, but there is no 'Make this path in the mods folder', do I need to move it there myself? or copy it?

 

EDIT: went ahead and extracted all of them and dragged them into the mods destination folder.
