Do any of the modded vehicles spawn that you put in?  If no, in OpenIV, go to tools-->asi manager.  Make sure all are installed.

They should come with the non dlc download, not sure if they do.

 

All add-on cars need a vehicles.meta and carvariations.

You were supposed to remove the "2-" before the medic dlc name.  The dlcpack should be named medic4523

 

Yours is named 2 - medic4523
