The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hey, downloaded LSPDFR a while back and used to work. I didnt back up the old game version and now my rage hook plugin isnt up to date yet with the current version of GTA 5 on Steam... What do i do??

The RPH that comes bundled with LSPDFR is out of date.  Please go download 0.62 from the site - http://ragepluginhook.net/Downloads.aspx
