Graphics issue after downgrading?

i just bought GTA IV last night and I downloaded LCPDFR and followed the downgrade procedure. I haven't installed LCPDFR yet. But i launched it and it was terrible quality. I saw the settings and it said

And correct me if I'm wrong but 242/3064 is nowhere near the limit.

This happens sometimes with GTA iv as it was only really built for cards with 2gb Vram. Any over can confuse the game and it assumes it less then 2

I have this problem with my GTA IV. I bought it a while ago and just gave up because my graphics problem I had where the textures of things just went missing. I started trying to fix it a few days ago, I've tried some commandlines and it still hasn't worked. The mods I have installed are LCPDFR, and car mods. Plus some ped mods. Nothing else. 

Extra info: My pc is a windows 10 and I have a laptop.
