Does it happen all the time, or just once?

 

The specific error message you're getting means you tried to do something when it was already in use by the mod.  For example, the AI was taking custody of a suspect when you tried to grab and arrest him.

Looks like the problem is stemming from the plugin "Invincible police vehicles".  Try removing or disabling this.
