The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Not entirely sure if this fits in here, but I'm going to stick it here since the page on GTA5-mods has no answers on this issue.

 

I've reinstalled GTA V using the Social Club 4 times now after uninstalling it, and STILL Euphoria Ragdoll Overhaul is active in my directory.

 

How do I fully purge this mod from my directory? Because, since it counts as a game modification, I'm permanently stuck unable to play GTA Online.

Update: It seems the use of Mod Manager fixes this issue and allows Online play. False alarm.
