Bug [PLEASE HELP]

Hi! When I'm entering Grand Theft Auto IV, there is no people on the streets, and no people driving cars.

And when I'm going inside the police station to go on police duty, there is no police officers, and I can't choose my uniform.

I have tried to reinstall, but it did not work.
