Crashes on startup

I will launch the rage plugin hook and it crashes I have tried launching GTA V then rage plugin hook it does not work.

It always crashes on this part: Skipping api-ms-win-crt-math-l1-1-0.dll

I have had this problem for about 3 months now. I have re-installed GTA V multiple times. The normal games works fine part from launching rage plugin please help me.
