The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

My LSPDFR wont start up i can load Rage hook and get into the GTA loading screen but it will stay in the loading screen and not go to story mode. Sometimes it wont load to the GTA Loading screen.

I dont know how to fix it

If you use a mods folder, have you attempted to update it (open OpenIV -> Mods folder -> Banner on top saying "Update folder") if not attempt to re-install LSPDFR then RPH. Remove any plugins you currently have and put them in a folder away from the GTA V directory; see if LSPDFR runs on vanilla with a fresh install.
