The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

When I load in the game using rage hook, and click F4 the console doesn't open. My screen doesn't pause, it just doesn't open. Along with this, lspdfr doesn't load in properly. The symbols for the PD stations shows up, but the scripts such as changing your character and spawning vehicles, doesn't work.

Open RPH's settings and check 'forced windowed mode'.
