I have already downloaded this file:https://www.gta5-mods.com/misc/scania-p270-two-tone-siren and I am trying to replace all of the siren files with the same file. Is this at all possible? Or would I have to find different files and replace all of them individually?

I'm a bit confused what you're asking.  If you use ELS, you can't have multiple sirens in game, such as police and fire.

Like only one siren sound for all vehicles?  I'd assume so, but to my knowledge it hasn't been done before.

If you're using ELS, you can go into the VCF for the cars and disable all the sirens except for the one tone you want them to have.
