The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Can I use the same file for multiple sirens in LSPDFR?

I'm a bit confused what you're asking.  If you use ELS, you can't have multiple sirens in game, such as police and fire.

Like only one siren sound for all vehicles?  I'd assume so, but to my knowledge it hasn't been done before.

If you're using ELS, you can go into the VCF for the cars and disable all the sirens except for the one tone you want them to have.
