The game is unable to spawn one of your police vehicles.  Have you edited any of them recently?

I put one new car in as an addon

Did you add that car as a transport vehicle?  If yes, you possibly installed it incorrectly, which is why it cannot spawn.

 

If no, one of the slots designated to be a transport vehicle is the problem.  It doesn't say which, unfortunately.

nope it just a car I would use for myself, not any AI

Then you need to mess around with the police, police2, etc slots to see which is having issues.

i wanted to do that but then i got this message when i tried to load up the game

I've seen a few other people recently have this problem, and frankly, I've yet to learn what causes it.  Double check your GTA V folder name and the contents of it, make sure Rage is actually there.
