Slow sytem or insufficient permissions or bad antivirus

That's what I get everytime I try to run LSPDFR. I'm new and just downloaded rage hook and LSPDFR and have tried running rage hook even with elevated privileges and still get same message. I am launching game through ragehook. Help please?

that's the message I get launches fine and gets into game.

Any help would be greatly appreciated, this mod was the only reason I redownloaded gta on steam
