The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

ive tried everything i know but i cant get it to work, i have uninstalled the loaders in open iv and reinstalled them but that didnt work either, 

the only lights that work when i install new els cars are the wig wag lights

i put the fbi.xml inside the correct folder in els and even reinstalled els itself.

    Your game is up to date, right?  If so, then for right now, it doesn't matter since SHV isn't released.  Once it's released and you install it, if you're still having problems, post back. :)  It's just hard to help right now if you're up to date.
