Sorry for the technical question ... but when I'm pointing a criminal that key I have to click to be able to stop and insert the handcuffs?

You can do it with E or right on the d-pad if using a controller.

For fines you'd need Traffic Policer, which is from Albo.  I can't recall off the top of my head which mod has the vehicle repairs, though.
