The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

You can do it with E or right on the d-pad if using a controller.

For fines you'd need Traffic Policer, which is from Albo.  I can't recall off the top of my head which mod has the vehicle repairs, though.
