The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Just curious, is there any way for ELS to run without script hook? I cant use hardly anything other than base LSPDFR. Is there anyway or anyone know how long it takes for them to update scripthook?

    No, ELS requires SHV to run.  The only option is just to keep an eye on the SHV site - http://www.dev-c.com/gtav/scripthookv/
