startup crash

hello, i writing today for help with my mods folder. the issue is last weekend everything had worked fine for me until today when i placed in a new police car model in albo's modding dlc pack. i  installed the necessary carvariations and the vehicles meta but when i loaded gta5 today the startup crashed after three screens, so i suspected it was the car and removed it and rebooted  the game still crashing before all of that i had removed a carvariation and vehicle meta out of the mod base file because the car in question no longer spawned by rage or trainer commands, so i removed it completely and still a crash i double checked all my meta's dlc lists and carvariations used all came back correct, its mainly effecting my addon vehicles and i suspect an outdated gameconfig might have something to do with it but im not to sure what it is maybe you all could help.  i have booted up the game without lspdfr and plugins and it still crashes after 3 screens and another gameconfig i also tested lasted for 7 screens  then crash to desktop. if nothing can be done the last but worst option is a fresh install and hopefully that can be avoided thank you.   https://pastebin.com/pDYAWKbT
