This happens to me as well sometimes, and I believe is a NativeUI bug.  Try going into one of the sub menu options, then back.  Sometimes that fixes it, other times it fixes itself.

Do you know where is sub menu option place ?

Sub menu option as in "question driver", which brings you to another menu.

It goes to desktop because you're spamming left shift, which isn't needed. Blip it once, then activate your lights and siren.

Yeah, i use controller ds4 to play gta v, there so difficult to stay stright behind suspect car, my other hand have to controll my car and my other hand in keyboard to press Lshit.

Its difficult to my to activate bipped vehicle.
