So I downloaded Ford Explorer 2017 LAPD Utility and wanted to replace NYPD one, but the thing is that NYPD one is police2 file and LAPD one is police 3 file. So I'd like to know if it is possible to convert my downloaded police3 file to police 2

You could simply rename the files to police2 instead, some issues with handling and stuff might occur if you don't replace that to but it should work.

What Lawdy said.  However, you don't need to replace the handling meta or anything.  In the vehicles.meta, find the handlingid and change that to gresley
