The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I have the LSPDFR mod already, but how do I add extra mods (i.e. Arrest Manager, Assorted Callouts, and The Computer Mod)?

GTA main directory-->Plugins-->LSPDFR.  All of these mods come with readmes that tell you how and where to install them.  Please refer to those in the future, and eventually you'll get to a point where you don't even have to think about where to place them.
