I ran the rage plugin hook troubleshoot programme and the only error that keeps coming up is to download and copy and paste the albo1125 common.dll file into the Grand Theft Auto V file which I have already but when I run the troubleshoot programme it keeps telling me that I need to do it when I already have

It still says in the log it cannot load albo1125.common.  Where did you install it to?

I installed it to the gta v file which is asked me to

just in to the main file where the rest of the plugins are

none of the plugins seem to working the smart radio doesn't work the assorted call outs don't work nothing seems to be working apart from the lspdfr itself

Language is getting mixed up, because you keep referring to it as a file.  Where, as in where in the directory, did you install it?  At the top of the window is a navigation bar.  In the main GTA V directory it'll say Grand Theft Auto V.  If you go into other folders, it'll say Grand Theft Auto V > Plugins
