The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm 110% sure that this vehicle mod is not the reason for the red dots (BTW it's an awesome vehicle mod), because this is not the only vehicle with this problem. There are a few more vehicles with the same issue. (But not every vehicle!)

I think it's caused by a specific mod. Maybe this one?
