So I recently downloaded a bunch of callouts bc my game was getting kind of boring and they won't load at all. I even tried callout manager and they just wont load. Rage log included.

Also, my EUP menu won't work and gives me the error, "No valid CLR assembly"

I'm not seeing anything in the log relating to callouts not working.  What happens if you press X to force them?

I press X and the new ones I installed will not load. In callout manager, the new ones will not show up and a couple of the previous ones will crash LSPDFR and not load. I've tried updating everything, but it won't work and I don't know why. My callout manager opens fine now after disabling antivirus, but nothing else.

Please post a screenshot of where you have them installed, remember to include the navigation bar.

Here's my lspdfr plugins folder. Some of the callouts work, but then some like "CodeRedCallouts" and "OJScenarios" will not work when loaded. Thanks for your help.

Are you positive you installed everything correctly for both plugins?  Your log makes no mention of either plugins, despite the fact that they are located in the right place.  It's as if they aren't even being detected.

I tried reinstalling both, but to no avail. They crashed once and i got a crash report and I'll include my logs one more time, but other than that, I have no idea why.

Go into Rage's settings and check forced directx11 and forced windowed mode.

I normally start the game in safe mode and then put it into fullscreen, but I tried your method as well and only came into more problems along the way. The callouts still won't show up and I am confused. New logs posted because LSPDFR kept crashing.

The problem seems to be from albo1125.common.  Try removing this.

It doesn't seem to fix the problem. Now my callout manager won't open at all and my Rage still crashes.

Install a fresh albo1125.common, go to Albo's profile on here, find his most recently updated mod and grab the common file from there.
