Installing LCPDFR on new PC ERRORS

Hello all, I have been using LCPDFR for years now across other devices. Now I just upgraded my new PC i'm building and I'm getting  a few errors. First I just transferred over my fully working and modified to my liking version of LCPDFR from my laptop to my new PC with a USB. I thought I just saved myself a whole lot of time because installing cars, sirens, trainers, and LCPDFR can be finnicky. Everything would load up fine but no mods worked. ALT+P did nothing, the console did not load up, and ELS was also a dud. I deleted the thought to be complete installation and installed a fresh copy and downgraded to patch 1.0.0.7. I reinstalled LCPDFR to that installation too and got "LCPDFR_Loader.Loader" error. I noew knew some scripts were being seen because the console worked but still, ELS and LCPDFR did not work. I retried this a few times between auto installers and manual. If anyone is still around to help that would be great. After installing this mod to many devices I have never come across this error. Any help would be great and yes I know I'm a little late to the LCPDFR club but I really enjoy the game.
