The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If I Only Care About LSPDFR and Single Player--Should I Downgrade GTA V?

I've heard that one or more of the updates introduced some bad stuttering in the game--which I am suffering from--and that some of this is due to online restrictions that I do not care about as I have no interest in playing the online version. Is it worth it to downgrade to a particular update and if so--which update should I downgrade to?

Unless you have multiple previous GTA versions saved, there's no way to downgrade GTA.

Not really.  The only scenario I can think of where it's better to downgrade is to be able to use some plugins/scripts that are no longer updated.  Other than that, it's best to keep everything up to date.
