The only mods i have installed are Albos Lspdfr+, arrest manager, trafic policer, and smart radio is it a problem with his new common or something?

Is it an infinite freezing?  To clarify when you say spawn a car, you mean via trainer or Rage console?

Yea Via trainer and it freezes until the this application has stopped responding message comes up. but if im not on duty i can spawn cars perfectly fine

Have you added any new mods recently, or edited anything?

no its a fresh install of GTA V all i put in the folder was RPH,Lspdfr,  ScriptHookV, the 4 albo mods, and TrainerV. no vehicle/ visual mods.

Try removing Albo's mods and see what happens.

i found out that it is traffic policer. i dont know if it is mabye one of his new additions that breaks it or what but im gonna try disabling all the new tools and see if it works then
