How to stop this from happening?

I think this is an LSPDFR issue, if not I'll repost to the other help section

1. I have a lot of issues with random cop cars not going away. Yet, when I get out for a foot chase and come back to the place we stopped every car will be gone expect mine.

2. Police will randomly stop in the middle of the road and get out. I've noticed when I go into their car and try to move it, it's dead and I have to go into the trainer and "fix" the car.

3. Sometimes when I call for back up, they spawn extremely close and by close I mean on top of other cars.

4. Arrested peds won't get picked up sometimes if AI are the ones that make the arrest.

edit: 5. I also have cops going way off course when the suspect foot bails. Seen in the last pic.

Any help will be nice because it's really annoying running into this on the highway....
